Import: Registration Requirements

A Tax Identification Number (TIN) of the importer/company is required for importing goods into the Philippines. Importers then need to obtain an Import Clearance Certificate from the Bureau of Internal Revenue. This certificate is valid for three years. The importer must finally register as an importer with the Bureau of Customs and receive an account with their Client Profile Registration System. This account will need to be revalidated annually. 

There are numerous categories of restricted goods which requires specific importation licenses to be issued to registered importers. Registering as an importer is always the first step even when importing restricted goods.
