Government Administrative Divisions

Beneath the level of its central government, the Philippines has three basic levels of government: regions, local government units (LGUs), and barangay.

  1. Regions: The Philippines is divided into 17 regions. Except for the autonomous Muslim-majority Bangsamoro Region, these regions are merely administrative groupings that exist for the purpose of planning and organizing central government functions. Each region has a presidentially appointed development council as its policy-making body.
  2. Local Government Units (LGUs): Included in this level are 120 primary-level units of government. This includes 81 provinces and 39 independent cities, of which there are three types: 33 highly urbanized cities (HUC), five independent component cities (ICC), and one independent municipality (Pateros, a part of the national capital region of Manilla).
    • The 81 provinces are further subdivided into a secondary level of LGUs, called component cities and municipalities. Nationwide, there are 146 component cities and 1,488 municipalities.
    • All LGUs (primary or secondary) have local legislatures (sanggunian) and chief executives elected by popular vote. The president exercises direct supervisory authority over provinces and independent cities. Provincial governors have direct supervisory authority over the component cities and municipalities.
  3. Barangay: The mostly local form of government is the barangay, which roughly translates as “village.” Every LGU (primary or secondary) is subdivided into some number of barangay, with tens of thousands throughout the country. Each is governed by an elected council (sangguniang barangay) that is headed by an elected chairperson (barangay kapitan). A barangay may take the form of an urban neighborhood, sizable urban district, hamlet, village, small town, or rural district composed of dispersed settlements.
