- Pour cooking oil into a large pot set over medium heat.
- Add garlic, ginger, and onion to the hot oil and sauté for about 5 minutes until fragrant and beginning to brown.
- Add clams and just enough water to cover them.
- Bring mixture to a boil, cover pot, reduce heat, and simmer for 5–8 minutes or until clam shells open.
- Stir in green onions and continue simmering for 2 minutes.
- Ladle soup into serving bowls and serve hot with fish sauce and black pepper on the side.
